Cultural appropiation: Where is the issue from?

 This video illustrates cultural appropriation through festivals. In these ones, a lot of people take the opportunity to dress up differently. A lot of them choose to wear the traditional clothes of other countries, and mostly the one who were colonized by whites.
This case is for a lot of persons, considered as cultural appropriation. Wether you think it's ridiculous or not, some people who's ancestral trades and cultures are represented with white people feels outraged by it.
This idea of cultural appropriation can be related to the myth of the noble savage. As this myth has been idealized and even sexualized by white people, it is the same now with cultural appropriation, and colonized peoples are fighting against that. The same group of people who stole their culture and rights are now appropriating their esthetic way of dressing.
